NDA Acting CEO refutes allegations of mismanagement and corruption

Lawyer Sulley Sambian, the Acting Chief Executive Officer of the Northern Development Authority (NDA), has categorically denied allegations circulating on various social media platforms and online portals, including Home Radio Online, GhanaWeb, and Radio Tamale, regarding the mismanagement of the Authority’s assets. The allegations include the suspected sale of state lands, missing vehicles and motorbikes, unethical procurement practices, and irregularities in auctioning serviceable vehicles.

In a detailed press release, Mr. Sambian described the claims as “pathetically lame” and lacking merit. Nonetheless, he addressed the issues to provide clarity and reassurance to stakeholders.

Sale of NDA Lands

Addressing allegations of selling NDA lands in Accra and Tamale, Mr. Sambian explained that the Authority had initiated a process to develop its liaison office in Cantonments, Accra, into a modern complex. However, it was discovered that the Authority did not possess title documents for the property. An application was made to the Lands Commission, which granted a 1.2-acre lease to the NDA. He denied any sale of lands in Tamale, emphasizing that no NDA land has been sold under his leadership.

Missing Motorbikes

Mr. Sambian disclosed that upon assuming office in March 2023, it was discovered during a stock-taking exercise that 24 motorbikes were unaccounted for. He promptly reported the matter to the police, resulting in arrests. He criticized individuals allegedly inciting protests against the investigation, asserting that the matter is currently under the purview of the Northern Regional Police Command.

Procurement of Tricycles

The CEO also debunked claims of conflicts of interest in the procurement and sale of tricycles under the Infrastructure for Poverty Eradication Programme. He stated that the tricycles were purchased through a transparent process and sold at subsidized rates, achieving nearly full cost recovery. He dismissed suggestions of any connection between himself, the Board Chairman, and the supplier.

Missing Toyota Hilux

Regarding the alleged disappearance of a Toyota Hilux vehicle, Mr. Sambian explained that the vehicle had been assigned to the Board Chairman for official use prior to his tenure. He argued that the vehicle’s assignment was legitimate and that it continued to serve the Authority’s operational needs.

Auction of Unserviceable Vehicles

Mr. Sambian clarified that the auctioning of unserviceable vehicles had begun before his assumption of office and followed due process. Proceeds from the auction were deposited into a government account at the Bank of Ghana.

Criticism of Media Conduct

Mr. Sambian expressed disappointment in the media outlets that published the allegations without seeking his or the Board Chairman’s response. He described this as a breach of journalistic standards and called for more responsible reporting.

The NDA CEO reaffirmed his commitment to transparency and accountability, emphasizing that all actions taken under his leadership have adhered to proper protocols. He urged the public to disregard the allegations and assured stakeholders of the Authority’s dedication to its mandate of promoting development in Northern Ghana.
