NDPC briefs Speaker Bagbin on Ghana’s Consolidated Dev’t Plan

The chairman of the National Development Planning Commission (NDPC), Dr. Nii Moi Thompson, on Wednesday, 22nd July 2026, briefed the Speaker of Parliament, the Right Hon. Alban Kingsford Sumana Bagbin, on the Commission’s ongoing efforts to prepare a national development plan to guide Ghana’s economic, social and institutional development across governments in the future to ensure continuity, , consistency and better development results.

Dr. Thompson informed the Speaker that the Commission had begun compiling four existing development plans, which were prepared in the past 10 years but were not implemented, into a Ghana Consolidated National Development Plan, which the Commission expects to be adopted by Parliament as “the legislated will of the people” to ensure its implementation across governments and electoral cycles for the benefit of all Ghanaians. The four plans are the 40-Year Development Plan (2016); Ghana Beyond Aid (2019); Ghana@100 (2019), and Vision 2057 (2024).

The preparation of the Ghana Consolidated National Development Plan and the integration of the four existing plans forms part of the Commission’s evaluation of Ghana’s “unfinished business of development” in the 70 years since independence and the preparation of a “Road Map for Economic Transformation and Shared Prosperity” in the medium-to-long term.

According to Dr. Thompson, Ghana has been stuck in a “middle-income trap” since it became a lower middle-income country in 2010, and that it risks remaining there, or slipping back to low-income status, unless Parliament adopts the Consolidatead Plan as a strategic framework to guide the preparation of medium-term plans and their annual action plans.

The Speaker thanked the chairman for the briefing and pledged the support of Parliament in the development of the Ghana Consolidated National Development Plan, pointing out the importance of governance and institutional reforms in meeting Ghana’s development aspirations.

He highlighted the successes of Ghana’s political development under the 4th Republic, disclosing that Ghana had become the destination for study tours by legislators from both advanced and emerging democracies seeking best practices in parliamentary procedure.

He concluded by emphasising the importance of ethics in leadership and public service and encouraged the Commission to highlight that in the Consolidated Plan.
The Commission is scheduled to address Parliament’s Committee of the Whole at the invitation of the Speaker.

The engagement with the Speaker’s office is in recognition of Parliament’s primary role as the representative of the people and the protector of their welfare. It will be followed by strategic engagements with key stakeholders, particularly political parties, traditional authorities, and faith-based organisations, as well as a call for submissions by the public.
